Michel Foucault saw disciplinary systems as possibly controlling the masses through fear of constant observance. He wrote of the Panopticon which is a large circular structure compartmentalized by small rooms all facing the center of the circle. At the center of the circle is a room where someone could sit and observe each of the outer rooms through one-way glass. All of the people outside of the center of the circle know that they might be being watched at any given time, but are never certain whether or not they're actually being watched.

Our project considers the possibility of Internetworking as allowing for governments, such as our own, to observe what we do at all times. We have considered the sharp increase in the number of webcams in most cities to be consistent with possible observation by outside sources, since these webcams are all internetworked in some way. Some of which the public has access to and many of which are reserved by private institutions restricting access from the public that is being observed.

As suggested in the video at the top of the page we want to increase the public's awareness to the possibility that observance can occur in all sorts of places by providing a forum for people to post links to webcams they've found in their respective cities. Currently the forum is set up for the major cities in Oregon State but can be expanded to consider cities from all 50 U.S. States.
